How do overseas physiotherapists register in Australia?

Checked against the regulator’s own pages, October 2026

Internationally qualified physiotherapists must complete the Australian Physiotherapy Council’s assessment before general registration with the Physiotherapy Board of Australia. The Council runs the full Australian Physiotherapy Entry Pathway (APEP), and shorter Express FLYR and FLYR pathways for physiotherapists from listed countries.

Who this is for

Physiotherapists qualified outside Australia.

What the official guidance says

  • The Physiotherapy Board says you must successfully complete the Australian Physiotherapy Council assessment process to qualify for general registration if you have international qualifications.
  • APEP is for applicants with an overseas qualification of at least diploma level and unrestricted registration where they trained. Its stages are eligibility, cultural safety training, a written assessment, a capability assessment (a 1.5-hour online oral exam) and a one-day face-to-face clinical workshop in Melbourne.
  • Express FLYR covers Canada, the UK, Ireland, Hong Kong and South Africa, with an eligibility assessment and a 6-hour cultural safety training. For the UK you need an HCPC-approved entry-level qualification and HCPC registration without restriction within the past 5 years.
  • FLYR covers the Netherlands, Singapore, Sweden and some US states (Texas, Massachusetts and California), with eligibility, cultural safety training and an online MCQ, all remote.
  • The Council’s fees page (as at 21 October 2026) lists APEP at $8,321 in total, Express FLYR at $1,742 and FLYR at $3,490, in Australian dollars.
  • The Council says Express FLYR and eligibility assessments take about 3 weeks.

What it does not mean

  • The Council’s assessment is not registration. Once you have the Council’s outcome, you still apply to the Board through Ahpra.
  • A skills assessment for migration is a separate Council service from the registration pathways.
  • Express FLYR is only for the countries listed; other physiotherapists use APEP.
